A cat who happens to be seen in the vicinity of such a "human" poo could be blamed as some human, including town council officers, cannot tell the difference between human poo, dog poo and cat poo! Almost certainly some cats have been innocently culled/killed as a result of such ignorance.
A lady who lives in this block said she could right away identify this as "lang sai" ("human faeces" in Hokkien). She said she has found human poo on the "upstairs" staircases of the block and she felt it was someone out to spite the cleaners!
