The year has ended on an extremely tragic note. 2 kittens were found dismembered in Chong Pang. The case has been reported to the Police, AVA and SPCA.

We CONDEMN the abuser. We also CONDEMN the irresponsible cat owner that has chronically abandoned and let her pet cats roam at this block, but there was never enough evidence to tie the abandonment and ownership to the household.

The caregivers have been trying to keep up with this situation with sterilisation and rehoming but were too late to this recently abandoned litter.

This household was red-flagged again when we were doing the door to door visits for the cat ownership pilot and the case was surfaced to authorities to bring new solutions to this chronic problem under the pilot. While that is underway, it is also too late for this litter.

This is exactly the kind of situation the Animal Welfare Legistation Review and Cat Ownership Pilot kick-started in 2012 aim to resolve to get a definitive grip on abuse and abandonment. Cases like this show that there is NO TIME TO LOSE. We MUST see concrete results in 2013 before it is too late for more cats!

He was seen drinking water from the drain. Pest controllers frequently spray poisons into drains to prevent mosquito breeding.
He is at risk of being harmed by cat haters and abusers.

So if you really love your cat, KEEP HIM or HER SAFE INDOOR!

1) Caught by pest controller (cats cannot protest that they are NOT the ones that resulted in complaints to some residents) and sent to AVA where it will be killed, whether ear clipped or not. Clipped ear cats could be held for a few days in the AVA before being killed, if no one comes forward to claim.
2) Killed or maimed by cars, motorbikes, bicycles and abusers.
3)Attacked by other cats or dogs
4)Eat poisoned placed by pest conrollers for birds and rats
4)Drink water in drain where chemicals are constantly pumped in by pest controllers.

Dangers of allowing your home cats to roam out!

A "new" un-neutered cat in the neighbourhood! He is either a free-roaming home cat or newly abandoned, or being relocated by some "kind hearted" pest controller who defied order to send cats to AVA where they will be killed, almost immediately, for such un-neutered cats, or abandoned by "cruel" owners!
This "new" cat will be trapped for neutering.













The whitish cat is called Lucky and owned by a Malay family on the second storey. Luckily he is neutered but unlikely he is allowed to roam out, despite repeated warning to the family of dangers including of allowing Lucky to roam out, that includes being trapped by the town council's pest controller as his ear is NOT tipped.

This morning, an un-tipped newbie appeared and while attempting to trap him, he ran to the roof where Lucky went to "kay-poh" ("investigate out of curiosity"). Fortunately there was no fight this time but next there could be injuries.

So PLEASE KEEP YOUR CATS INDOOR IF YOU REALLY DO SAYANG (LOVE) THEM!

Recalcitrant irresponsible cat owners!

This cat is seen outside a Malay family that has 7 adult cats and 4 kittens. When told of complaints by neigbhours from "mess" from his free-roaming cats, the owner claimed he gave away the 4 kittens. Over a period of time, 5 of the cats were neutered. He is procrastinating in getting the remaining 2 female cats to be neutered. Repeated advice by the SPCA Inspector to the owner to cat-proof the flat fell on deaf ears. A few weeks ago, the town council received yet another complaint of "mess" from cats from this unit. "Fortunately" the complainant was able to pin-point where the cat came from and so the town council officer cannot activate the pest controller (who is also the estate's cleaning contractor) to round up all the cats in the vicinity of the complainant.
This video was taken this afternoon showing a siamese-cross cat waiting for the windows of for the irresponsible owners to open the windows so that it could jump in!

The HDB cat ban promotes such irresponsible cat-ownership!

With cat-ownership rules and regulations that require mandatory sterilisation, microchipping and keeping cats indoor or face a big fat fine, such recalcitrant owners can then be taken to task!

A "newbie" - one of 15 cats dumped by a Malay family

A newbie as he doesn't have a tipped ear in this precinct where all the "old-bies" are tipped ear-ed (neutered).
A caregiver there said this ginger male was a very "kwai" ("good temperament") cat that used to belong to a Malay family living on the 15th storey. Recently a lady in the family passed away and the rest of the family didn't want to continue caring for the 15 cats anymore. All 15 cats were dumped downstairs!
The caregiver will be sending these cats to the vet for sterilisation as soon as possible before any of the female cats become pregnant! The cost of sterilisation and transport is borne by the caregiver.

Before the fall, he was seen by an elderly Malay couple on the parapet outside their flat on the 6th floor. They told me that the husband picked him up and placed him on the floor but he jumped up onto the parapet again.
When the old couple came back, they saw me picking up the carcass at the void deck.

From the scene, the cat could have struggled dragging himself for about a meter before he died.

There seemed to be a name and some details on the tag attached to the string round his neck. He wouldn't permit a closer approach to remove the string.
I hope the caregiver will trap him for sterilisation even if he were a home-cat as his owners are irresponsible! Just look at the wound on his head and body, that resulted from his un-neutered status!

Indoor/outdoor pet cats

Seen outside a HDB flat, this is an "indoor/outdoor" pet.

With no HDB regulations, some irresponsible owners will disclaim such cats as theirs if there were any complaints about cat messing the common corridor or entering neighbours' flats. The pest controller will "remove" such cats to be killed at the AVA. After a while, such irresponsible owners will pick up cats again and the endless cycle of culling continues!

If HDB has in place, regulations instead of a ban, that include automatic ownership of any cat that a resident feeds outside his/her flat, then owners of indoor/outdoor cats can be fined for not compulsorily keeping their cats indoors!
Such regulations will also stop irresponsible feeding of cats upstairs as such feeders will be deemed to be owners!

Hence HDB cat ban does not reduce complaints but "cat ownership" regulations will. When will HDB "wake up their bloody idea!"

Adopters who lie

A friend of mine rescued a kitten.
Someone expressed interest in adoption and she said her window and door grills were meshed.

Being "seasoned" fosterer, my friend said that she would personally deliver the kitten to the potential adopter's home.

The grills were NOT meshed.

After spending two hours explaining the dangers of grills large enough for the kitten to squeeze out and fall to its death or severe injuries, resulting even in paralysis, the adopter's husband rejected meshing. The fosterer even brought along the wire mesh.

Perhaps it is a good thing that adopter was "truthful" during the face-to-face meeting, for she or her husband could easily have removed the wire mesh later.

Fosterer took the kitten home.

Lessons to be learnt here
1) MAKE A HOME VISIT to meet the adopters personally and to assess the home.
2) MAKE UNANNOUNCED VISIT if the wire mesh is just put up on the day adoption.
3) REJECT any refusal for a home visit.

It looks more like the cats have been thrown out of their home together with their furniture. This cat tree is actually on the common corridor! Some of these kittens have flue symptoms. The caregiver will apply eye ointment and is also looking for a fosterer.

Previously this family abandoned five cats downstairs - all gingers so obliviously related. These are irresponsible owners letting their cats breed! The caregivers have sterilized the 5 cats and are are feeding them every night, but enough is enough…

They are now ready to report this case to the police, SPCA and write to the papers, STOMP… whatever it takes… let them be shamed!

Maybe there is sad story of family problems behind this… but there is simply no excuse for not sterilizing. We will try to talk to the family tonight to find out more...

4 males and 1 female were transported by a pet taxi, from a Malay family with 11 cats - all unsterilised, to be neutered at Four Paws Vet Clinic. An extra male cat from a nearby block, "tong-pang-ed" for neutering as well.

A mature "old" cat was put on hold for neutering because he was sick now and then. 5 more unsterilised kittens who came from JUST ONE female cat who is NOW ON HEAT, are too young to neutered.

Sharifah will advise the family to keep the cats completely indoor so that there will be no opportunity for neighbours to be annoyed and complain to the town council. She will also keep track of the kittens to arrange for their neutering in 1-2 months' time.

The vet fees are sponsored.

If the family agrees to keeping the cats indoor, the cost of the wire mesh will also be sponsored.

Litter after litter of kittens drowned or ran over by cars

This cat lives in a terrace house of a lady whose neighbour used to own her but couldn't be bothered to sterilise her, resulting in litter after litter of kittens. All of kittens either died from drowning in the drain or run over by cars. This lady couldn't stand it anymore and decided to get her to the vetto be sterilised.

A few months ago, the Senior Property Officer (SPO) of the Town Council informed me that a father has called to complain that a cat has attacked his child. He was able to identify the cat.

This cat was named Tuxedo by a resident who lives in the same block. She is one of two cats that belong to a Malay family living on the second storey. In March last year, the family needed some persuasion by two fellow residents involved in TnRM of the neighbourhood, to have the two cats sterilised (at caregivers' expense). After the cats were returned to them with advice to keep them indoor, these two cats continue to be “free roaming”. This has resulted in a complaint by another Malay family that said the cats jumped into their flat from the parapet frightening a daughter and recently this “cat attacked child” complaint. If only there are regulations to fine such irresponsible cat owners! Such irresponsible cat owners also jeopardise the lives of downstairs community cats as they could be rounded up by pest controllers in response to complaints to the town council.

These two cats were brought to the vet on 27-03-2007 and they were mother and daughter. The caregivers wondered how many litters been abandoned before they were sterilised as the vet called up later to say that both these two cats were found to be pregnant during the surgery.

Fortunately the SPO was diligent and he spoke to residents from the block. A few of them said that they were aware of the presence of Tuxedo and said that she has not been known to attack anyone. The father didn’t pursue the matter further and the cats are still safe at that block.

Often it is a child who provokes a cat either intentinally or unintentionally, resulting in a cat’s adverse reaction. A child so hurt, will not admit his or her fault when the parents come to know about the injuries.

Some angry parents will demand a vindictive response from the Town Council.

This time the complaint is about a cat on the 13th floor.

Went there with Penny but we could not find the cat... what we found was a free-roaming rabbit on the 12th floor. They took him in after told that there may be a cat around.

I suggested that we go to the 2nd floor family who keeps many cats, as it could be one of theirs.

Downstairs we saw this cat:

Pregnant and very hungry. Yes, she belongs to that family... "slipped out the door". There was no attempt to bring her back into the house... and why was she so hungry if she just slipped out?

I REFER to Mr Wee Eng Leong's letter regarding the cat problem faced by his parents in an HDB flat (Nov 1).

I wish to mention a similar matter. I have an abusive neighbour who continually gives me a hard time with the two cats she keeps.

She lets her cats roam all over the common corridor and I have found cat excrement at the end of the corridor.

Her cat has even come into my house. When I told her, she was not happy. She had the cheek to ask me which of her cats it was.

She has also lied and told the police I am doing something to her cats as they run every time they see me. She also accused me of poisoning her cats.

I have not done anything of that sort but she has abused me with vulgarity.

I have told the HDB and an officer from the estates section went to talk to her, but that was all.

The cats still roam all over the place and around my flat, which I dislike very much.

HDB pet rules - Unpublished letter from a Muslim

In addition to this letter-writer, another friend had also sent in her thoughts about the pet-rules too. Unfortunately, it seems like the media chooses not to publish her letter. The baffling question is “Why?”

Here it is (emphasis mine):

Dear Editor,
I live in a HDB flat. As a Muslim and an animal-lover, I have read the article, “Pet Project: Let’s Work Together” with great interest. I agree HDB should work with the relevant bodies for truly effective management of pet issues.It is a common knowledge that dogs are haram as pets for Muslims. On the other hand, cats are popular choices among us, not least because of our respect for the cat’s significance to the Prophet Muhammad.

Therefore, the HDB pet rules are not fair to Muslims who want interactive pets that are not confined to cages, like rabbits or hamsters.

I am a responsible cat owner – I sterilize my cats and keep them strictly indoors. Quite the opposite from the HDB excuse for banning cats, my pets are quiet and happy to remain indoors, especially after being sterilized. Instead of causing nuisance, my cats have helped create closer relationship with my neighbours, especially their children, who ask to see and pet my cats.

But I also do trap-neuter-release management for the community cats in my neighbourhood, so I can empathise with HDB residents who have problems with irresponsible pet owners. Sadly, I find in my fellow Muslims who own cats a shocking blasé attitude about the basics of responsible cat ownership, which is tantamount to ill-treatment.

Prophet Muhammad spoke specifically about the importance of kindness to animals on many occasions. In fact, “Fear Allah in your ill-treatment of animals” is one of my favourite sayings from Prophet Muhammad. Furthermore Prophet Muhammad stated that there is heavenly reward for every act of kindness done to a living animal.

However, many Muslims who keep cats refuse to sterilize their pets and allow these virile cats to wander. So nuisance is created when the cats defecate outside other people’s homes or caterwaul during mating or territorial fights, and also add to the cat population in the community.

To tackle the problem, at least with regards to cats, HDB has to acknowledge that many HDB residents, especially Muslims, do have pet cats. HDB also has to recognize that nuisance caused by pet cats is due to irresponsible pet owners who do not sterilize or keep their cats indoors. Banning cats does not stop such irresponsible people from simply abandoning their cats if someone complains to the HDB.

HDB must rethink its pet-rules.

He was one of many cats abandoned by a family that would dump "old" cats as they picked up kittens.
Fortunately there are other residents in the neighbourhood who trapped these abandoned cats to be sterilised. They also spoke with the irresponsible family who, after much persuasion, agreed to let them bring the remaining 4 cats in their flat, to the vet for sterilisation. The caregivers paid for the sterilisation.
