Indoor/outdoor pet cats
Seen outside a HDB flat, this is an "indoor/outdoor" pet.
With no HDB regulations, some irresponsible owners will disclaim such cats as theirs if there were any complaints about cat messing the common corridor or entering neighbours' flats. The pest controller will "remove" such cats to be killed at the AVA. After a while, such irresponsible owners will pick up cats again and the endless cycle of culling continues!
If HDB has in place, regulations instead of a ban, that include automatic ownership of any cat that a resident feeds outside his/her flat, then owners of indoor/outdoor cats can be fined for not compulsorily keeping their cats indoors!
Such regulations will also stop irresponsible feeding of cats upstairs as such feeders will be deemed to be owners!
Hence HDB cat ban does not reduce complaints but "cat ownership" regulations will. When will HDB "wake up their bloody idea!"
