When residents who feed community cats responsibly and hence prevent them from causing annoyance to others by rummaging garbage bins, town councils stubbornly refuse to acknowledge a useful role of responsible cat feeding by not replacing "DO NOT FEED STRAYS" with "RESPONSIBLE FEEDING" posters in the notice boards of HDB blocks of flats!
