Regulate and not ban is the solution to managing irresponsible cat owners

What ban?

'Many people still violate the HDB's policy against keeping cats.'

MS TAY SIEW LEE: 'Cats are not allowed in HDB flats and understandably so, as they are nomadic by nature. But many people still violate the HDB's policy against keeping cats. Recently, my neighbour's cats have been roaming around my block, annoying many neighbours. The cats urinate and leave their droppings everywhere, including doorstep mats, shoes and plants. Who should clean up after them? The situation has worsened, so flat-dwellers must keep their doors and windows closed permanently to prevent the cats from entering. Our appeal to the cat owners has fallen on deaf ears.'
