The decision to adopt a stray cat sterilisation programme has to be made by the town council.
In making the decision, the town council may wish to consult with the residents, including those looking after the cats.
AVA will subsidise the sterilisation of stray cats in areas where the town council has adopted the programme.
Under the programme, as was presented to town councils in 2007, responsible cat caregivers were to be identified and coordinated by the Cat Welfare Society.
If the town council opted on to the programme, a subsidy disbursement and auditing arrangement would then have to be worked out.

The functions of the Residents' Committee (RC) are :
(a) to promote neighbourliness, harmony and cohesiveness among the residents of the Designated Zone;
(b) to liaise with and make recommendations to governmental authorities on the needs and aspirations of residents of the Designated Zone;
(c) to disseminate information and channel feedback on government policies and actions from residents of the Designated Zone; and 2
(d) to promote good citizenship among residents of the Designated Zone.
