There are an estimated 60,000 strays living in Singapore's storm drains, carparks, and alleyways. Every year more than 10,000 strays are culled by the island's authorities, the Agri-Food & Veterinary Authority (AVA) and the Society for the Prevention of Cruelty to Animals (SPCA). Instead of supporting caregivers all over the island who fork out their own money to sterilise the "drain" cats, most of whom are abandoned home-cats, the Government continues to ignore appeals to support sterilisation as a humane and effective method of reducing the cat population by offering free sterilisation as was once offered in a scheme known as the Stray Cat Rehab Scheme (SCRS).
