Support for Appeal against killing of community cats by Town Council Officer

Dear Fellow Residents,
亲爱的居民们，

You may be aware that the community cats in this estate have been sterilized and are taken care off by volunteers who spend their own time and money to look after these cats.
您大概已经知道，我们组屋区的邻里猫已经动过绝育手术，并且由志愿人士自己掏出时间与金钱照顾。

These cats may be more visible now, as they become more friendly and trusting towards humans but actually their numbers will eventually decline. This is an effective and humane method of controlling the stray population. You may also have noticed that there are no more cats fighting or caterwauling in the middle of the night. Such are the positive effects of sterilization.

Town Councils (TC) have for many years tried to control the stray population by regularly sending in the pest control to have them rounded up and sent to AVA to be killed. This method is not only cruel, it also does not work; as for every cat killed a new one will take its place and multiply.

Our Town Council had earlier agreed that they would not round up those sterilized cats that are under the care of volunteers and that Cat Welfare Society (CWS) would be informed of any cat related complaints so that the volunteers can look into and try to solve any problems.
我们的市镇理事会之前已经答应不会把志愿人士照顾的动过绝育手术的猫儿捕捉起来，并且一旦有任何跟猫儿有关的投诉就会联络猫福利协会，由志愿人士负责调查并解决问题。

However upon receiving an anonymous complaint, a letter was sent to CWS giving notice that the cats in the estate would be round up by pest control (to be sent to AVA and killed) in a week's time.
然而猫福利协会却收到了一封信，信上说一星期以内会派灭虫公司来我们组屋区捕捉猫儿送去农粮局宰杀。原因是有人匿名投诉。

Does this make sense to you? Why is the TC acting on an anonymous complaint, ignoring the views of the volunteers and other residents?
您认为这是合理的吗？市镇理事会为什么不顾志愿人士及其他居民的意愿，凭一封匿名信就擅自行动？

Even if you do not like cats, your money can be put to better use than paying for the capture and killing of these cats, which does not solve the problem in the long run. Other unsterilized cats from the surrounding areas would fill this vacuum in no time.
就算您不喜欢猫，您也不用把您的钱花在捕捉和宰杀猫儿，这根本不是长远之计，因为很快地，附近组屋区的未动过绝育手术的流浪猫将会移居到我们组屋区，把被捕杀的猫儿所遗留下来的空隙补上。

Note:
To help keep our neighbourhood clean and our community cats safe, please do feed responsibly, cleaning up any leftovers after the cats had their meal. Feeding is not an offence but littering is!
注意：
为了保持我们的组屋区干净整洁，并且维护邻里猫的安危，请一定要负责任地喂猫，猫儿吃完以后留下来任何残羹，请务必清洗干净。喂猫并不违法，可是乱扔垃圾却是！

Abandoning pets is a punishable crime and causes untold suffering. Please speak up for the animals. Do not let these crimes go unpunished, make a police report if you witness abandonment or abuse.
遗弃宠物是违法的并可受罚，而被遗弃的宠物所遭受的痛苦也是无数无尽的。请为动物们申诉，不要让罪犯逍遥法外。如果您见证了遗弃或虐待案，请向警方报案。

Flyer on "Upstairs cat defecation"

The Town Council has received complaints from some residents in your block about defecation in common areas, which they suspect were from cats.

Your neighbourhood cats “downstairs” are all sterilized as indicated by their missing left ear tips.

Sterilization is done by volunteer residents who care for your neighbourhood cats.

These sterilized cats contribute to a stable population in this area as they will prevent other cats from moving in. Sterilized cats will not mate and so there will not be noise from mating. Because sterilized cats do not mate, they will not give birth to litter after litter of kittens in your neighbourhood.

Defecation “upstairs” is due to

1) Pet cats that are allowed to roam freely, sometimes in the middle of the night. They may be responsible for noise from cat fights in the nights due to territorial instinct. These pet cats may not be sterilized.

2) Feeding of cats upstairs. Feeding of cats is not illegal but it must be done responsibly. Please advise your neighbours if they are feeding upstairs, to do so downstairs and to clean up after feeding.

Residents who are upset by the defecation will complain to the Town Council. Such complaints result in the Town Council paying for pest control to remove any cats "downstairs", including pet cats roaming freely.

But this will not resolve the problem. It may in fact create more problems. This is because "new" cats from surrounding areas will soon move in to fill up the "vacuum" caused by the removal. These "new" cats may not be sterilized and will create noise from mating, fighting and giving birth to litter after litter of kittens. Hence removal of cats (which will be killed at the Agri-Veterinary Authority or AVA) is, in fact, a waste of residents' contribution to the town council fund.

Let us all do our part by being responsible for our environment.

If you have pet cats, please keep them indoor by meshing your windows and door grills.

If you have pet cats, please bring them to the vet for sterilization.

Abandoning your pets or your pets’ kittens is a crime.

最近，这座组屋有人向市镇理事会投诉楼道有粪便，投诉者怀疑是猫咪所留下。

楼下的猫咪都是动过绝育手术的，动过手术的流浪猫咪左耳都缺了一小块。绝育手术是照顾邻里猫的志愿人士做的。

这些猫咪会保证本区的猫咪数目不再增长，因为它们的存在将阻止其他猫咪进入同一区。绝育猫不再交配，因此它们不会为了交配而吵闹。也因为绝育猫不再交配，它们不会在您的组屋区里生出一

胎又一胎的小猫。

在"楼上"排便的原因是：
１）家猫自由在外游荡，有时它们晚上在外面可能会与别的猫咪为了抢地盘而打架。这些家猫可能并没动过绝育手术。

２）在楼上喂猫。喂猫并不是违法的，但是喂猫时必须尽责。如果您的邻居在楼上喂猫，请劝请他们在楼下喂食，并且在喂猫以后一定要清理干净。

对猫咪排便不满的居民会向市镇理事会投诉，而市镇理事会就会因这些投诉付钱让灭虫公司除掉

"楼下"的猫咪，包括在外自由游荡的家猫。 然而把楼下的猫咪除掉不但不能解决问题，反而会带来更多问题。这是因为附近的"新猫"将很快地进入本区，把"空隙"添满。这些"新猫"很可能没动过绝育手术，会因交配、抢地盘而打架吵闹，生下一胎又一胎的小猫。因此，将猫咪除掉（由农粮局宰杀）其实只是在浪费居民们对市镇理事会资金的贡献。
让我们都各尽一份力量，对环境负起应尽的责任。

如果您养猫，请别让它们外出，给铁门和窗户装上防跳网。如果您养猫，请把它们带去给兽医做绝育手术。遗弃您的猫咪或您猫咪的小猫是违法的。

Jawatankuasa Bandaraya telah menerima aduan dari penduduk blok anda mengenai najis di tingkat –tingkat blok. Mereka mensyakkan ia berpunca daripada kuching liar.

Bagaimanapun, kuching-kuching dibawah blok telah dikembirikan. Tandanya ialah kuping telinga yang dipotong sedikit.

Kuching-kuching yang telah dikembiri akan mengurangkan jumlah kuching-kuching liar yang lain. Mereka juga tidak akan membuat bunyi yang bising waktu bercengkerama dan tidak akan melahirkan anak.

Najis yang dijumpa di tingkat-tingkat yang atas mungkin berpunca daripada

1) Kuching-kuching kepeliharaan jiran-jiran yang bebas keluar diwaktu malam. Mereka inilah yang membuat bunyi yang bising kerana mungkin belum dikembirikan.

2) Memberi makan pada kuching di atas blok. Anda boleh memberi makan kepada kuching- kuching tetapi lebih baik di bawah kolong blok dan jangan lupa membersihkan tempat itu setelah kuching-kuching selesai makan.

Menerangkap kuching-kuching di bawah blok yang telah dikemibiri tidak ada manfaatnya. Ini kerana kuching-kuching liar dari kawasan yang lain akan masuk ke kawasan ini dan akan membuat bunyi yang bising waktu bergaduh atau bercengkerama dan akan menyebabkan kelahiran lebih banyak anak kuching.

Marilah kita sama-sama memainkan peranan untuk kebersihan kawasan kita.

Jikalau anda memelihara kuching, jangan biarkan mereka bebas keluar rumah dan tolong kembirikan mereka. Membuang kuching atau anak kuching anda adalah satu kesalahan.
