Some recommendations by review committee to strengthen animal welfare legislation

SINGAPORE - Stiffer penalties in the form of higher fines and jail terms for animal abusers, as well as community service with animal welfare groups are among the preliminary recommendations that the Animal Welfare Legislation Review Committee is considering to strengthen animal welfare legislation.

The committee also wants to fine-tune the current accreditation scheme to ensure that all pet-related businesses have their staff properly trained in animal care and handling. "It will enable us to set a standard for all the industry players so that when they are selling pets, they will have a standard procedure (to adhere to)," said the committee's chairman, Mr Yeo Guat Kwang, yesterday.

However, animal welfare groups TODAY spoke to noted that enforcement against animal cruelty should be beefed up.

Cat Welfare Society Vice-President Veron Lau said: "There needs to be more manpower to investigate and follow up on animal cruelty cases."

Urging the authorities to work with animal welfare groups to gather information on suspected cases of abuse, she pointed out that currently "the onus is on us to gather evidence on our own before the case is recognised".

Currently, the maximum penalty for animal cruelty is a fine of S$10,000 and 12 months' jail.

However, Mr Yeo highlighted that a large portion of wrong-doers are ignorant rather than deliberately cruel. In these cases, he suggested the offenders could "join the animal welfare groups to do community service".

Noting that the pet industry has a role to play in animal welfare, Mr Yeo, speaking at the sidelines of the Agri-Food and Veterinary Authority of Singapore's Responsible Pet Ownership Roadshow, added that the committee will call for industry players to do more. This includes pre-sale screening to ensure that pet buyers understand the responsibilities that come with being a pet owner.

The 11-member committee, formed in February by the Government Parliamentary Committee for National Development, intends to hand in the final set of recommendations to the Government by the end of the year.

It has so far held six consultation sessions involving more than 170 participants from the industry, grassroots leaders, veterinarians, activists and animal welfare groups. The public will be able to give feedback on the REACH website starting next month.

The Society for the Prevention of Cruelty to Animals' operations executive Kelvin Tang called for closer collaboration between the Government and the society to set higher standards in animal welfare.

This recently abandoned community cat named Panda was found in a terrible injured state by his caregiver. He was suspected to have been beaten for sleeping inside his favourite bicycle basket. As a result of the abuse, Panda had a spinal fracture, torn lips, severe damage to the inside of the mouth (most of his upper teeth and much of his lower teeth are gone) and a bruised liver.

Panda was rushed to the vet for treatment. He is now unable to walk nor eat on his own, and will need long-term care, follow-up treatment, and a possible future surgery for his spine and mouth.

Last week, we picked up a really injured and old black Persian cat from the Pipit Road area. The wounds are serious and very infected. The feeder thought it was animal abuse inflicted by human as there’s an elderly lady in the area who always beat the cats with stick to the point of fracturing their limbs. After examining the wounds, it looked more like abuse inflicted by other community cats.

According to the feeder, this cat “Panda”, an abandon case, has been injured at least 2 – 3 times in the short period that he’s lived in the neighborhood. We realized that Panda has no temperament, despite being in so much pain when we were draining the pus from the abscess all over its face, chest and shoulder areas.

Unlike the myth that cats are feral nomadic creatures that can easily adapt to the environment, I want to STOP this myth. Abandoned house pets CANNOT survive outside and most have lost their instincts to fight for food and survival.

Panda is old, has flu, very thin and has wounds all over. And he was never sterilised by the previous owner! So irresponsible!

He is now on antibiotics to treat the infection and flu. I hope to appeal for any kind soul who can give Panda a home to live out his life. He’s not young, maybe around 10ish but he’s a beautiful black persian and will definitely look handsome with a good groom. Panda definitely cannot go back to the streets.

Dear friends

I would like to share with you the story of Wednesday the cat.

I call him Wednesday as I found him on 6 Jan 2010, a Wednesday, near Blk 690 Jurong West Central area.

He was lying under a bench in a darkly lit corner by a path taken by many people to and from work everyday.
That fateful night, I caught sight of Wednesday, a black cat, lying motionless and staring into the blank space before him.

I called him softly. Wednesday did not respond.
He wore a collar, and looked very tame.
I noticed his thighs and legs were covered in crusty, sticky slime, and thought it was dried mud or soil.
I gave Wednesday some kibble but he did not eat any.
I took out a tissue and started to clean him. As I cleaned, I realised it was poo and urine that he was soaked in. A lot of it.

When I rubbed harder, Wednesday let out a cry, telling me it was painful.
It was useless, there was too much poo and pee on him to clean properly.

I nudged Wednesday to see if he could move. He did not no matter how I tried.
It was too dark for me to see what I was wrong with him. But it was obvious he was very sick.

I decided to go home 1st. As I walked off, Wednesday lied there silently. He did not look at me but just stared into space just like I found him. There was an uncomfortable sadness in his eyes. A pain and hopelessness that I could not forget.
I knew if I ignored him and walked off like that, Wednesday would simply sit there and wait for death to claim him.

So I went home, got my carrier, and came back with my mum again.
As my mum gently lifted Wednesday into the carrier, I saw a tube sticking out from his penis.
I pulled it out. It was about 10cm long.
Later we found out it was a urinary catheter.

We rushed Wednesday to the vet in a cab.
The smell in the cab was so bad, the cabbie had to wind down his windows.
Wednesday was literally rotting.

At the vet, I could see the plight of Wednesday clearly.
The lower half of his body was soaked in poo and pee for an extended time. The acidic urine had literally 'burned' his fur and skin.
His testicles were swollen and infected.
His front right leg was shaved, a sign that he could have had an injection or put on drip before.
The sight was hard to endure, the stench unbearable, and the pain unspeakable.

It was plain to see that Wednesday was suffering.

Wednesday was hospitalised and had to be cleaned gradually as it was too much pain for him.

7 Jan morning. It was pouring heavily on my way to work.
I couldn't imagine how it would be like for Wednesday if he was still lying under the bench where I found him.

The clinic cleaned up Wednesday and found serious infections on his skin due to the urine burns.
Wednesday was badly dehydrated and had to be put on drip.
He would not eat and must be force-fed.

8 Jan late morning. The vet called to say that Wednesday had 'crashed' twice.
They had to resuscitate him to keep him alive. He was slipping into a coma and unable to register anything.

The blood test showed that his white blood count was too low, a mere 0.7 out of a normal 5.5.
There weren't enough white blood cells to fight off the infection in his blood.

From the extent of the urine burns, Wednesday had likely been lying in his poo and pee for about 10 days.
The urine catheter inserted in his penis (could be treatment for urinary track infection or bladder problem) had introduced bacteria into his body.

The vet prepared me for the worst. The 3rd crash might come very soon, and it was perhaps better to let him go than prolong his agony. Minutes before noon, Wednesay passed away. He was estimated to be about 4 to 5 years old.

I saw Wednesday for the last time and ask that he be cremated.
It was difficult to fight back the tears.
At least now, Wednesday has left this suffering body and is no longer in pain.
I hope he had felt peace in his dying moments.

And if it is meant to be, I hope this story reaches the owners of Wednesday, so they know how much Wednesday suffered.
I do not know if Wednesday had strayed from home and ended up in the streets, or was deliberately left to die out there for he was too much trouble.

I guess only Wednesday and his owners know the truth.

Received sms from S that there is a badly injured cat near her place. Contacted Ivy who stays close by and then we brought the cat to Dr. Kenneth. She has two large wounds at the sides of her body... probably scalded with hot water but no witness.

The wound is not fresh... the abuse probably happened a few weeks back... lucky no maggots! How could people pass by this very tame and friendly community cat lying in front of a cake shop and simply walk away? She must have been in great pain and had lost some weight.

On our way back from the vet we met the cleaning supervisor... who said there was an orange cat running around the corridors of *17. Thought this could be the missing Roxy... we searched all the corridors... but only saw Donna and Puma.

Later while Ivy was walking towards the main road to get a taxi the door suddenly dropped out from the carrier and Xiao Huang escaped... but we were lucky to catch her before she went under a car. She will be released back and Ivy will give her the medication twice a day for 2 weeks and apply the creme and powder.

Vodka, now adopted, was abused in October 2005

Vodka, the community cat whose tail’s fur was razor-ed off on one side and whose tummy was sliced with a 1.5cm cut, followed me to my block where I fed him a small tin of whiska. I couldn’t snap a photo of his tummy as he refused to “stand still” but got a shot of his tail.

About a fortnight ago, a puncture wound was seen on the right hind thigh.
Today, the wound seemed to have healed.








There are so many dangers lurking at every corner on the streets.
Could this wound have been inflicted intentionally by an abuser?

An expatriate brought two cats to be "pts" at a vet clinic

This morning, a lady happened to be at a vet clinic at the same time as an expatriate, accompanied by a young daughter, who brought two local cats to be euthanised. He said he adopted the two cats for his daughter's sake. He was now returning to his own country and he said he couldn't find home for the cats.

Please keep in touch with expatriates who adopt cats that you rescued so that they can contact you should they encounter problems bring the cats out of Singapore.

The feeder called Penny to tell her about an injured cat at a car park. As Penny was in the middle of trapping cats she called me. I was out feeding... so I messaged Clodya and Jaime who are staying very close to the location. Clodya responded but couldn't find the cat. In the end Penny managed to trap him at midnight. The feeder said she would give her $50.-... when she gets her salary... sigh!

Why is it alright to push everything to Penny who doesn't even have a salary?

At first Penny tried to care for the cat herself but he would scratch the wound and did not allow her to place an E-collar. The vet said it was a chemical burn... abuse?

Tanjong Katong Cat Abuse Case Update

Six hours ago, Salina smsed me to share that the kind-hearted lady and her partner managed to get hold of the abused cat of the above mentioned case. They managed to grab the kitty and placed it into a carrier with the caregiver’s help (the duo spotted the caregiver in the location).

We are very glad the lady’s persistence paid off. What happened was the lady has been staking out at the location for the past two days, and has been keeping in touch with Salina and myself about the progress of her search for the cat.

Back to the kitty, it was rushed to the vet immediately. At the clinic, the vet had the tightly bounded rubber bands removed. Kitty is now recuperating in the home of one of its rescuers.

According to the caregiver, this is the 2nd time rubber band was tied to the tail of this cat. I cannot imagine someone so sick to do such a thing, especially to a helpless and friendly cat. On a brighter note. It is heartening to know of such kind hearted members of the public who are willing to stake out at a location on repeated days to help a community cat. Kudos to the lady and her partner, the caregiver and all who helped in one way or another.

STOMPer T.T was on his way to work when he came across the aftermath of a cruel act of animal abuse along Ubi Ave 4. This cat had suffered a painful death from some heartless people.

He says:

“I believe there were three people involved in this.

“Just look at the way the cat died!

“What I think is that there were two persons pinning the cat down and another repeatedly riding a motorcycle over it.

“This caused part of its fur to be shed off and there’s even a tire track on its belly.

“The cat was so scared that it defecated.

“I believe this act of brutality happened around midnight on 17 September.

“I really hope the murderers will receive their rightful punishment.”
