She places the cat food on a paper plate and on her way home from the market, she picks up the paper plate with whatever left-over food and discard into the dust-bin nearby.

There ARE residents who LOVE cats and they ARE residents who feed community cats RESPONSIBLY
"Balancing" the interest of "cat lovers" and "cat haters" is NOT by KILLING the cats but by resolving problems HUMANELY through sterilisation of the homeless cats, educating cat-owners to be responsible by sterilisation, keeping the home-cats indoor and NOT abandoning their pets and through educating residents who feed cats to do so responsibly.
